58 UNIT PURPOSE BUILT RENTAL PROJECT
Anagram PROPERTIES Inc., has engaged MQN Architects to design a multi-family rental development on Clement Avenue in downtown Kelowna. The proposed development follows Anagram’s corporate strategy of providing smart, sustainable and attainable properties. This purpose built rental project is situated on the edge of the city centre of Kelowna enabling residents to walk to work and social activities.
Currently, this project is going through the Development Permit process with the City of Kelowna. On Monday, February 26, 2018 City of Kelowna Council gave Initial Consideration and first reading of the official community plan amendment and rezoning application necessary for the Clement Avenue RENTALS project approval to go ahead. As part of that process a neighbour consultation was completed on January 20, 2018. The intent of this consulation process is to inform neighbouring properties of the intent of this project and to describe the proposed changes associated with the project.
Clement Avenue RENTALS is proposed for 573 – 603 Clement Avenue. This site is to the north of the downtown and is located within the urban centre of Kelowna. Clement Avenue is currently undergoing changes in form and character, this area is the northern gateway to the urban centre. New projects in the area include the recently completed RCMP station as well as development proposals on multiple properties within a two block radius.
Clement Avenue RENTALS is designed as a six storey rental housing project in Kelowna. Recognizing the challenges of finding appropriate housing, this project is a mixture of 1 – 4 bedroom apartments providing housing options for a range of renters. The building has been designed to be constructed from modular units and incorporates a number of forward thinking design features including solar power, car sharing and bike sharing programs.
The Clement Avenue RENTALS project is a six storey building comprised of 58 apartment units and at grade parking. The proposed building requires an Minor OCP Ammendment, Rezoning and three development variances. The existing properties in this neighbourhood are currently zoned as RU2 – Medium Lot Housing and are listed in the Official Community Plan as MRM – Multiple Unit Residential (Medium Density). The OCP also lists this block of the neighbourhood as part of the Urban Centre and lists the height for up to 37m or 12 stories.
To acheive the proposed six storey building the City of Kelowna has advised that the a minor text ammendment is required to the OCP to list this project as an MRH – Multiple Unit Residential (High Density). The MRH designation corresponds to the rezoning required to change the property from a RU2 zone to RM6 – High Rise Apartment Housing. With the RM6 zoning the project can acheive the required floor area ratio needed to create the six storey 58 unit building proposed.
Through meetings with the City of Kelowna planning department three development variances were identified for this project. The first two variances pertain to the building setbacks with the side yard setback for the ground level being reduced to accommodate the at grade parkade. The west side yard is adjacent to a C7 zoned property with a 0m sideyard requirement, on this side the proposed parkade is 0.2m from the property line. The east side yard has been reduced to 1.5m. The building has been stepped away from the property line at the higher levels to reduce the scale of the building at the property line. The second variance is the rear yard setback which has been reduced to 4.0m, this reduction only occurs at the garbage room with the rest of the building adhering to the 9.0m rear yard setback requirement. The third variance that this project is seeking is the site coverage which is varied from 50% to 79% coverage. The site coverage variance is sought as the proposed zoning was developed to allow buildings up to 16 stories. With a tower the mass is centralized, this project is consistent with lower rise development which distributes the mass more evenly across the site. This project is not seeking to utlize the height allowed through the RM-6 zoning but instead is using the density allowance to create a building consistent with a downtown urban setting.
